In Illinois, you must be a sideline cheerleader in order to be on the comp team...however, you do not have to be a comp cheerelader in order to do sidelines.
I feel your pain...I only have 6...I took over a team that was 15 last year, but the former coach "emotionally destroyed us" as one girl put it. Out of my 6, not one of them is a returning girl. None of those girls want to cheer ever again because of whatever their old coach did.

Dont get discouraged by this! I have never ever had majority tumbling, and still had my team qualify for state, all but one year in my 9 year coaching career. Make up those lost points in other areas (voice, motion tech, stunts...) It is totally possible!

I couldn't agree with you more! My tryout process is a direct result of things I have had to deal with in the past regarding kids who were cut from the team.

I do a very basic teacher rec form and it's only required for 1st time cheerleaders. The only reason I keep them is to get an extra insight on how the kid may be in terms of responsibility and such, that I otherwise would not know avoid.
