Not surprised at all and I hate to say it. If you want to catch fish you go to a place you know has a lot of them, same goes for perverts and kids. I have no doubt this happens more than we want to believe and that these people frequent competitions and other events like them. About 2 years ago myself and another parent witnessed a guy taking pictures of kids on our team and others in the area outside of an arena where the kids were stretching. He certainly looked like he did not belong so we reported him to security. They checked his camera and escorted him away, I have no idea if he was charged but I'm quite sure he was not there to watch any specific team.
 
I really hope that a lot of the event photographers start to make getting access to competition photos that are online private. There are so many pictures of these kids with some awkward (I am putting it nicely) positions that are prime bait of some of these sickos. I hate creepers.
 
We've been at several different competitions over the years where we've heard of perverts being arrested, and have also heard of incidents in hotels where someone tried to fondle a kid in the hall or elevator. We were at a hotel in Myrtle Beach one time where a man was observed naked by the window watching the girls in the pool.
I never let my girls run around competitions or hotels when they were younger without me accompanying them even if it was just down the hall. Cp knows she is not to go anywhere alone without at least one buddy and needs to keep me posted where she is.
 
Maybe it's not the case in the US but I think all official competition photographers (the ones I can think of anyway) put the photos in an album which requires a password (changed for each comp) which is emailed to one coach of each team (I think all registration forms require an email and that's where the password is sent).
As far as I'm aware this works pretty well- I tried to find the password online when I couldn't contact my coach and couldn't, the only mention I found was on a forum where someone had posted it and an admin had removed the post within minutes.
 
It's wonderful that the SAPD was able to catch this man. Sadly, I have seen more than one "photographer" escorted from a competition when it became clear he didn't have a child participating in the event and was simply there to take photo's for his own pleasure. Parents, fans, judges, competitors...if someone looks like they don't belong (or just feels wrong to you), report it. Please. The EP doesn't want these people around anymore than we do.
 
my team were doing a performance in a local shopping centre and a man none of us knew began taking photos of us, at first we thought it was the local newspaper photographer but then a security guard realised it wasn't and escorted him out although there was nothing the police could do as because it was a public place he wasn't committing an offence... really creeped us out and I felt really self conscious.
at a lot of comps in the UK until recently no-one was allowed to take photos/video and any individual seen with a phone out or camera out in the auditorium was removed, they had an official photographer to take all photos and a video producer as well. Although now some comps give each team a video permit for one person to film, whilst others have no restrictions, personally I thought the restrictions were a good idea although a pain that you had to pay for photos/videos it made me feel a lot safer

This is why USASF sets the rules that they do what it comes to covering up, it is a breeding ground for sex offenders. In addition, this is why parents should not just let their children roam around unattended.
I thought the reason for the cover up rule was to portray a more positive, professional image?

Another thing to remember, though not as likely, is he could have been there for the boys just as much whom have typically been more covered up.
