What level rules need to be fixed or clarified?

Goal
The goal of the USASF rules development and amendment process is to create and maintain the best possible rules for all-star competitions through board member input and careful rules and safety expert review. While the best rules are defined as those that optimally balance safety, standardization, and performance, safety will always be the first priority.

Structure
The rules process involves three USASF Committees and Boards working cooperatively to accomplish the rules goal, minimize the potential for adverse unintended consequences, and ensure the USASF mission is followed.

The 3 groups are:
NACCC
The National All-star Cheerleading Coaches Congress represents the voice of active coaches and is administered by a Board of Directors chaired by Elaine Pascale. The NACCC Executive Committee is comprised of: current NACCC board members, members of the NACCC inaugural committee, and newly selected members replacing non-active Inaugural Committee members.
USASF Rules Committee
This committee is made up of a balance cross section of the all-star community’s rules and safety experts including coaches and event producers and three members of the NACCC Board of Directors.
USASF Board of Directors
These directors are selected according the USASF Bylaws and are responsible for ensuring the USASF stays true to its’ mission.
 
The Rules Process
The USASF Rules are developed and updated biannually except for imminent safety risks, which will be addressed as soon as possible.
1. The start of the rules process is gathering input form all interested members. This beings MAy 15th an continues during the Summer USASF Regional Meeting input sessions and via direct member generated proposals.
2. USASF members wishing to change a rule or make a policy change must submit their change on a “USASF Rules and Policy Change Form.” They must have three other members, of the USASF, sponsor and sign their Rules/Policy Change Form. The three members must be from another gym. Forms will be received starting on June 1st and continuing until October 1st when the submission process will be cut off. Change forms with the greatest and most diverse signatories will be given priority.
3. Between November 1st and November 15th, a joint sub-committee of the NACCC Executive Committee and USASF RUles Committee will review all rules change submissions and vote on which ones will be included for vote during Congress webcast.
4. No later than November 20th, all signatories of the rules proposals voted to be discussed will be invited to the Congress meeting. At least one of the proposing members will be required to personally attend the NACCC meeting to present the Rules/Policy change for floor debate.
5. The NACCC Congress Meeting floor debate will be webcast and coach members will vote on each proposal via the internet subsequent to Day 2.
6. The votes will be tallied by USASF staff and the results will be posted on the USASF website subject to certification by Rules Committee and the NACCC.
7. The USASF Rules Committee working cooperatively with the NACCC Board will review the proposals and vote results. In consultation with the NACCCC Board, the Rules Committee will also consider the impact of proposed changes on the balance of the rules, any possible better solutions that arise after the vote has closed, and any rules enhancements that would enhance safety or standardization from an event producer standpoint but my not be a consequential issue for coaches.
8. If, and only if, the USASF Rules committee goes against a vote by the coaches on a particular item, then the justification for this must be discussed between the members of the USASF Rules Committee and the NACCC EXecutive Committee.
9. The USASF Rules Committee will present the final rules recommendation to the USASF Board of Directors for approval. If a joint recommendation cannot be agreed upon by the NACCC and the RUles Committee, the USASF board of Directors will hear both sides of the issues/s in dispute and make the final decision.
 
Id like Standing Multiples allowed in Level 2. That way level 3 can be three to a tuck - and help progress to level 4 - 3 to a layout better...

How do I go about that? Sorry if its previously posted, I only skimmed. I just feel that going from standing three back handspring to three to a layout is a HUGE jump.

Where is this form? I looked for it on the USASF site, but I am probably not looking in the right spot. Does each change have to have its own form or is it by level?

Just want to make sure I am reading this right - if i gather signatures from other regional gyms, my change for will be given lower priority than if I could get some signatures from other regions?

Ok so this isn't exactly a change; but I feel something should be done about it.

This year is my gyms SO5 team's inaugural season. When I was placed on this team I was very excited for us to be moving one step closer to the big leagues.
So, I went online to check out some of our teams competition. Must to my surprised I found CA Bullets, TG, and Brandon all had a SO5 team! My understanding was that SO5 was a division to help gyms move from level 4 to level 5. Why do 3 world champion gyms need a team in the transitional division. How is my gyms first level 5 team supposed to compete with gyms who have their guys and girls doing standing bhs whip full punch full? The point of SO5 is to give transitional gyms a fighting chance, but teams with skill like that are something transitional teams simply cannot compete with.

The word Sandbagging comes to mind...
 
world cup has a sr open 5 team
they also have 3 competitive regular sr level 5 teams and a jr 5 team
there are many girls that have some level 5 skills that arent all around level 5 cheerleaders yet
it is the perfect stepping stone to train a world champion
you cant go from being on level 4 to being on a world champion team
 
I think X-Outs, Ball outs, and standing 3 to a tuck should be legal at senior 3...

I'd like punch through to tucks to be legal also, but that's probably pushin it:)
 
Why senior 3? I think rules are going to start getting really confusing if it starts turning to you can do this at senior 3 but not at junior 3 and stuff like that. JMO.

I don't beleive the intent was to give transitional "gyms" an opportunity, it was to give transitional "athletes" an opportunity. If a gym has teams in most or all of the regular senior 5 divisions, I don't really think you can claim they are sandbagging. There are transitional athletes in all gyms.

The idea is that If a kid is a level 3 lifer they will always have things to look forward to as they get older. As well at the youth ages make it a little safer on the high end (I dont believe level 5 youth should be doing double fulls.. or switch kick doubles)

IF made a change (which I think would be stupid)...

Could you imagine telling a 14 year Jr3 member that they can't do a certain skill but their 14 friend can because they are on a Sr team?

And actually since there is no bottom limit at the senior 1-4 divisions anyways, an 8 yr old kid could still do that skill as long as they are on the senior team...just food for thought.
