Can a gym create a team that is made up 100% of athletes that are already on their level 2 and 3 teams and make this new team level 1? Are there rules against this?

EDIT TO ADD:
This has nothing to do with my child or even her gym or team. This was purely a question out of curiosity and not related to anything specific. My daughter is a level 1 athlete, is on a level 1 team and is just now working level 2 skills. I was just wondering about crossing up and down and such just because I didn't know how things worked. So many different rules apply to cheer and I am just learning about things as we go. I hope this clears up any confusion.

I don't think so. As far as i know you could make a level 1 team with all level 5 kids

It really depends on the competition they're attending.

There are no rules against it per USASF, but let's say you take your team to NCA, those athletes couldn't compete Level 1 and Level 3.

I have seen this more and more this season. It truly compromises the integrity of the sport, and is totally unethical. Saw it, firsthand, this weekend at Spirit Sports. Just so disappointing.

I thought all of Summit you could cross one down and/or one up, same rules for D1 & D2.

Nope. D2 you can compete 1 and 4 if you wanted. Most small gyms don't field consecutive levels. I see alot of level 1 and Level 3 or level 2 and Level 4 teams coming from small gyms. It's the best way to provide some range when you only have 50-60 kids in your gym. Especially once you factor in age. Small gyms rely heavily on crossovers to even out stunt groups, replace the injured or fill holes left by quitters/toxic athletes.

Yep. CPs team lost by a fraction to a team like this. Vast majority of senior 2 was also senior 4, and at a gym with no need to do it.

At a comp we were at recently there's a Senior 1 that has always dones really good at most comps. They actually ended up getting a Paid at this comp.
We were at the awards session where they got first and three girls were there. The rest of their team was competing with their Senior 3 team.
Granted we have a lot of crossovers as well but it was still just crazy to see exactly how many they had.

IMHO S1 and J1 are the most heavily sandbagged divisions in cheer.
