In my amateur opinion, not in youth or restricted, but otherwise in level 5, as they're not twisting into or out of the doubles (pretty sure they're doubles but can't see too well on my phone!) Andre will probably be able to confirm
The pass in Hotshot tumble competition is legal for Level 5+, not including Restricted divisions.
