i think it's at cheersport's discretion... which as long as that's published somewhere before the event, they're allowed to give the bids to whoever the heck they want to. it may suck for the team who got the short end of the stick, but they knew going into the competition that a division win didn't guarantee a paid bid.

I also don't think they've ever done the winners of each division. (not to mention there were 10 paid bid eligible worlds divisions and only 8 bids so that wouldn't work.)
