Level 3 Release Moves

Quick question: are switch-ups to extended arm level legal at level 3?? I could have sworn it was a level 4 skill, but this past weekend a saw a large senior 3 competing switch-up stretches. I doubled checked the rules site and from what I understand its still illegal if it goes to extended level.
Could the rules site just not be showing this update or am I just misinterpreting the rule.
The reason I ask is because that team wasn't penalized for the skill as far as I know and now our large senior 3 is trying to add them into their elite.
 
You can do them only if the backspot maintains contact with the flyers ankle of the foot she's going to switch up to the entire time. There was a discussion on this in another thread but I cant seem to find it. Here is a video of a level 3 team doing them:

That's cruelly the team I saw doing them at nationals this past weekend. This team and I think Rockstar senior three. But to me they looked like regular switch-ups.
So basically you do it like a level 2 switch-up just to extended arm level rather than prep level.
