So from what I'm reading there is no changes in the youth
or junior level as rumored to possibly happen- correct?

Then take tosses out of Level 1. But let level 2 Seniors do toe touch or pike.

This comment isn't just for you, but suggestions need to be sent in during the suggestion period. If you want something to change you have to official request it. It's been made clear you don't want the USASF making changes on their own and there are several suggestions here all the time, but probably 1 in 50 suggestions I see here are properly submitted.

They're officially recognizing Open 4! And bringing IO5 back to 14+

Oh hey, the rule that should be henceforth called the "CEA Rule"

And apparently level 6 has no more rules ;)

We adhere to the age rule, even when exhibitioning.

I just don't think it's in anyone's best interest to say "oh this age can do it but this age can't." If you want to work on it, do it, but the levels are pretty straight forward in terms of progression. Maybe your kids are good as baskets, but that doesn't mean every level 2 (even at the junior or senior age) are. Exceptions will just complicate things more I think, and as we've learned this year it's already hard enough for coaches to correctly follow the rules.

Honestly, I feel like most girls that continue to do all-star that age out of junior 1 either don't do it anymore or can handle being on a level 2 for the majority of their skills. Most competitions majority tumbling will get your max score and by that age you should be able to base prep level stunts simply. I just feel like it's a dumping ground and it would be nice to maybe push them a little. :)

"*For all International Divisions (5 and 6), the eligible age for the athletes will be determined by the “calendar year of the competition” (Dec. 31 of the same year that the competition occurs) for its age cutoff date.
Example: An athlete that is 13 but turns 14, within the same calendar year (on or before Dec 31) of the event, is eligible to compete in that event on an International Open 5 (all girl or co-ed)."

Can someone clarify? If a competitor's 14th birthday is in January 2014, they would NOT be able to compete on an I5 team in December 2013, correct?

Correct, it goes by the age the athlete will be as of December 31 of that calendar year.

If a girl was born on 1/14/2000, she would turn 14 in 2014. Meaning she would be eligible for IO5 at any competition in 2014 (the calendar year the competition occurs and the year she turns 14).

Say you compete at a competition on 8/15/2013. If a girl was born on 9/28/1999, the day of the competition, she would still be 13, but by December 31 she would be 14, making her eligible for I05 in 2013.

You have to consider the fact that a Senior 1 could be made up of all junior aged athletes except 1 that's 15. I'm sure there are very small gyms out there that are only able to field a team like this.

I wish SR 1 wasn't a level.

I agree. I'm a rec coach and didn't realize that all-star has a different age break down. We follow USASF rules and the US Final rec age breakdown. Level 1 only goes to youth. Now that I'm noticing this, I wish all-star and rec used the same divisions since we use the same rules. Weird, IMO.
