Try having some outside school social time. Go bowling, swim party, dinner. You can also pair each up with a "cheer sister". Older cheerleaders are paired with younger ones and they write encouraging notes to each other and leave little surprises in their lockers.
Are you going to cheer camp? I find that camp will really bring a squad together no matter what grade they are in.
Remind the older girls that they were once the young ones and encourage them to reach out and be leaders. Good luck!
