The NCAA doesn't stop someone from playing football and running track or playing baseball and cheering. Why would they stop someone from A&T and cheering if they are considered different activities?
But they are the same "skill set." A football player can't play rugby. They can swim or something if they want, but they can't do two sports that are considered in same "skill set."

Since the NCAA doesn't consider Cheerleading a sport does it being a similar or the same skill set as NCATA matter?

I see what you're saying and I doubt the NCAA would care if people did both. You can't compete in two sports of the same skill set - but if one is a sport and the other is merely an "activity" or... nothing... then I don't see why the NCAA would bother with it. They're not competing in two sports of the same skill set... they're competing in only one sport. It doesn't make sense... the NCAA can't do anything to stop them until they recognize cheer as a sport so... probably never.
