High School Micro Managing Ad's

This is my first year coaching High School Cheerleading. The AD at my school really likes to be involved. But he's micro managing me, I've had 5 girls quit. I have added new members since them and things seem to be going well. I had another one quit yesterday because of a confrontation at school. I would like to add another girl and the AD is telling me that he wants me to hold another tryout and let the girls that quit tryout again.....I do not agree with this. They quit.....they should not be able to tryout again. It's in the school handbook if they quit they are out for a calendar year.....but he said he would overlook this. I do not think that is right...I feel its going to create turmoil against everyone on the squad.....I don know how to tell him I do not want to allow this....
 
Explain your reasoning. I would push the rules. Once theses kids know that rules are broken or bent for some then it becomes chaotic and you lose control of your squad. I've been coaching for three years and this year has been by far the worse for me as far as drama and issues so I know where you are coming from. Good luck.
