Is this legal in level 4, and if not, how can we make it legal? We only have 14 girls and want to do 2 of these... please advise?

it is legal! just a suggestion, i've seen teams do a kick full type of thing where the main top kicks over the other tops head, and twists down. its not as hard as it sounds and looks amazing!
