The only rule we have found for High School competitions is that there cannot be anything metal like clips in your hair nor can you wear headbands. The girls on my team tend to wear their hair in low or high ponytails.

I've never heard of a rule like this. My high school squad has had girls from all- star teams actually I don't think I've ever been on a school team without at least one all star girl.
My school has never had alternates for the varsity squad but we do have two for our competition team. They learn every part of the routine and if someone gets hurt they are the ones that fill in. I know they are announced when the team is announced and compete in any competition.
