I don't believe US teams are allowed to qualify for Worlds in those divisions, so you won't see any American programs there.

I don't know. There may be good reasons, but from an outside perspective, the politics surrounding all of the USASF/IASF dealings seem a little crazy. The number/naming/logic of the divisions was pretty consistent for many years, but it has gotten a little FUBAR the last 2-3 years.
Are athletes allowed to attend two different gyms and compete at all the National's with one gym and then compete at another as World's, but two distinctly different locations? The two gyms never overlapping at competitions?
Same deal as swapping worlds teams mid-season - Gym A will need to sign a waiver for athlete to compete with Gym B at worlds. Once you compete with one program regardless of level you are locked in unless they sign a release. It doesn't matter if they compete at the same events or not
