D3 School Cheer Program--help!!

I am a cheerleader at a D3 school. The program isn't that old and we don't compete--in fact we barely even stunt. Every year I try to get us to be more of a real deal, but it's really slow going what with the athletics department being hard to work with and our coach not seeming to care enough. Any suggestions as to what I can do to get the cheer program to be recognized more and to actually do more?
