All-Star Is This Allowed? Worlds Team Roster Question

A friend's gym won a bid to Worlds several months ago. Now, they are adding a new athlete to the team's roster - someone who had retired ( i.e. wasn't cheering anywhere) but has now been asked to come back and join the Worlds team. This new athlete is very good - effectively a ringer.

Is such a scenario permitted? Why would a gym do it? They don't have a chance of winning Worlds, so that's not it. And they brought the athlete back after getting their bid, so that's not it.

Yes, each team is allowed an allotted number of subs, based on team size.
As to why, could be to replace someone else who was injured, wasn't holding their weight, etc or just to potentially increase their score and move up a few places. Who knows, but it's definitely allowed and done fairly often.
ETA: it's up to 3 regardless of size

They just need to take the mat with the same number (or less but not more) that they earned their bid with. If they haven't lost anyone, they cannot just add the new athlete to the roster with that same bid.
