Would this front walkover transition be legal in level 1?

No. Legal in level 2. The flyer goes from an inverted position on the ground to a non-inverted position in the stunt, which is legal level 2, not level 1.

If they place just one foot on the floor coming out of the front walkover, it's legal. Check this out at about the 1:54 mark:

Just have to say, those front and back walkovers are so pretty. Like to see good technique.
