It is legal under AACCA rules provided the flyer isn't released and never goes inverted. The rules generally do not list all of the things that are allowed (which is why you don't see a description of this); rather, the rules generally list things that are prohibited. If you want to do a skill you have to ensure that it isn't prohibited. This skill doesn't count as a toss (look in the glossary), it isn't a release move if the flyer isn't released, and it isn't an inversion. It doesn't break any of the rules, therefore it is legal.It's AACCA. Its a youth division. Were competing in USA. Were supposed to follow Jr High School rules but I can't find a description of this in the rules.
