What level (height) is the stunt at? Is there truly only one person holding on to the stunt, or is there one side base (instead of two) with a backspot?

Grips will play a huge part of legality.

1 base, 1 back spot and at prep

As long as someone (either the base or the backspot) remains contact with the flyer the entire time, the tick tock is legal at prep level. Typically to make it legal, the backspot will grab the ankle that is in lib (so one hand on the standing leg and one handing on the lib leg) and then while tick tocking remain contact with at least the leg that is going from lib to standing.
