Music Music Time Limit

So I've read the rules and it says no competition routine shall exceed 2:30. But what about a routines music? I know for Worlds you could not exceed 2:30 but does that apply to other competitions as well??
 
In the past many competition companies have given a 2-5 second "grace period" for human error or slight differences in sound systems so you wouldn't actually get a deduction unless your music was 2:33-2:36 (depending on the company). But with everything being digital these days it looks like we are getting away from that
 
At the UCA College Nationals it's 2:30 with the music portion 1:45; at the UDA College and High School Nationals it's 2:00; at the UCA High School Nationals it's 2:30 with the music portion 1:30; and at the UDA All-Star Nationals it's 2:30.
 
Ok so let's say a team's music/routine is only 2:23. Would a competition give a deduction for that?
