There is an advertising section for the straightforward "plugs". Others are sometimes more subtle and if not blatent, probably allowed to slide.

how do you make a forum?

First there are posts which are messages you put on the board.

Then there are threads, which is a group of posts about (mostly) a single subject which can run several pages.

Finally there are forums which are a collection of threads about a general subject. You can only make a forum by having marital relations with one of the admins.
