Crops are illegal at the HS level.
i have a question about this because the highschool with the crop tops is a school i just graduated from and we have never had a problem with wearing them so i guess my question is why/where is it illegal? my highschool is in canada and we did not cheer for games we just competed at competitions so is this why we never ran into an issue with legality?

I believe it's a USAF rule here in the States.

The USASF has absolutely no say in anything related to High School cheerleading. I forget the acronym for the HS Cheer Rule group :banghead: but I believe it's their rule.

I found it I think. It's called the National Federation of High Schools. Section 2 Sub 6 states "When standing at attention, apparel must cover the midriff."
 
That's it, NFHS/AACCA take care of US High School rules. The reasoning behind it is to discourage the emphasis on "skinny" among teenage girls. You should be a cheerleader because you have the skills, not what size skirt you wear.
