Would it be legal to have the flyer in a flat-back and/or cradle position and give her a pop where she arches backwards into a handstand and the bases catch her at a smush? Also note that the bases would completely let go and backspot would maintain contact the entire time.

yes! As long as there is constant contact so that it isn't a release & it's not from an extended position, she can land inverted.

Note that it can't be above prep level. Doesnt necessarily mean only fully extended. Lots of people get caught up in that sometimes.
