Are medium allgirl 5 teams allowed to join the large allgirl 5 division if they wanted too?

I believe teams required to have at least 31 athletes to qualify as a large all-girl team... so no? There's no grey area, you're either one or the other - add athletes if you want to be large, remove athletes if you want to be medium.

An EP, however, might combine the divisions at an event. That's how SoT A-Team went against CA Panthers last weekend at NCA Holiday Classic.

oh so in law the only exeption is only combining? but what if they wanted to challenge themselves and enter large allgirl with 21-32 athletes?

They will only split the divisions at a comp if there are at least 2 teams in each division or if it is a Worlds bid comp and the EP decides to split it. If there are at least 2 teams in each and the divisions are split, a medium team can't just choose to be large, that's why they are medium.
