Nca Nationals 2013-new Hotel Policy

I'm confused about NCA new policy that you have to book hotel through them in order to compete but they do not have any downtown hotels as an option. How is the Omni sold out already if it was not an option for NCA. I don't understand why you can't pay the commuter entry fee and book hotels on your own. All the hotels are at least 30 minutes away from the convention center.​

Does anyone have any different info on this new policy?​
