That is exactly what it comes down to. The kids are not arriving to practice or games late on their own. It is the parents who are getting them there late. Whether it comes down to lack of caring, or time management skills, it is the parents' responsibility to get them there at the time they are supposed to. While it doesn't seem fair to punish the kids for that, the rules have to be set down from the start and stuck to. Train the parents early what is accepted and what is not, and you won't have half a team walking in late and expecting to join in without repercussion.
