So i wanted to a all star program but i can't at the time but can i start a pop warner that becomes a all stars program later on?

Pop Warner is a youth recreational football and cheerleading league, which has a specific set of rules for community-based football/cheer organizations to join. There are a number of different community-based youth recreational football and cheerleading leagues around the country, but most of them (including Pop Warner, I believe) require that the cheerleaders cheer at games, in addition to any competitions.

Is there a football league in your area that doesn't already have cheerleaders? Football season is starting...I don't see how you could pull it off for this season.

I also know that if you approached the football league that I am affiliated with and wanted to start a cheer program with the plan to abandon us and go all star, they wouldn't be too interested.

I think in general, you are underestimating the amount of effort involved in starting any kind of cheer program.
