Does your gym require athletes to progress through levels without skipping? I.E. Must be on a level 3 team before making a level 4 team?
 
No. Neither gym I've been associated with requires that. It makes sense, but it's not a requirement.
 
I've never seen this as a hardfast rule. In general, we like to keep kids moving up one level at a time so they can have proper progressions in stunting but it's not uncommon for kids to skip levels.
 
Typically if you're skipping levels, you're probably more advanced in a specialized area of cheer and are needed somewhere at a higher level team.

Ex: That kid who bases Level 5 but is not progressing as quickly in tumbling (and is say, Level 3) when her basing skills are needed at a higher level. So she goes from say, Junior 3 to Senior 5R because they need a really strong base (on a team that has more than enough 5R tumbling.)

The level of team you're on doesn't always reflect your all around level as an athlete in all cheer components.
