All-Star Summitt Bid Question

So far, it's been pretty clear cut how bids are supposed to be awarded. 5 at large bids will go to 1 from each level (supposed to). Makes it pretty easy to figure out. How does it work at comps with only 4 at large bids? Top 4 winning/eligible teams no matter level?

I think it still goes across levels, but one level won’t get a bid.
