The athlete i am talking about have had their double since they were 12 and are now 17 and still has not even been on a level five team. The only reason they have not quit is because they want to cheer and doesnt want to abandon the gym. The attitude, dance, tumbling, everything is there but the gym wont place them and that goes for several that are on this level four team.

is there a level 5 team at that gym that these kids aren't making? or is this level 4 team the top level team at the gym?
 
For a gym it is all about making the best possible team. One athlete a team does not make. An athlete could have some level 3 skills, but maybe there are already 32 superb level 3 athletes at that gym and so she did not make the upper 32 cut. Cheerleading is changing so that if you get a lil bit of an upper level skill that does not get you a spot on those higher level teams. You have to be an all around asset to that team. Sometimes that does mean role players may make it though. A girl who cannot running tumble but is your best base/jumper/fly. Every team can have a couple role players if they make that team much better.

Let us say theoretical gym over here has JUST 32 kids. 25 of them are solid level 2 cheerleaders. 6 of them are threatening some level 3 skills. 1 has double punch double. What team should they make? Probably a level 2 team. They would get creamed in level 5, and in level 3 they wouldnt keep up. Have to do what is best for the majority of the kids. And if the double punch double leaves that is just something a gym has to deal with. 31 kids pay more than one kid.

So lots of times gyms are not sand bagging, they are doing what is necessary for their gym AND to be competitive.
