Worlds Crossover To Summit Teams

If our gym has one worlds team and two summit teams.. I understand you can have 5 athletes from a worlds team crossover however it is unclear to me if you can 5 on your restricted 5 team and 5 on your level 4 team? It looks to me to be 5 total so if your restricted 5 has 5 worlds crossovers than your level 4 would be penalized if they had any from the worlds team. Is that right or wrong? Very confusing...

It is 5 per team. So both R5 and 4 could each have 5 worlds athletes
