Could an international team compete at worlds in division that is not international? For example, could a team from Canada compete in small senior?

Yes! I believe a German team called FTG Pumas competed in small coed this year and a Mexican team was in small all girl! It's a rare occurrence (the ratio of international:USA teams will be very one sided) however it happens!
 
the term "international" in division more refers to the ages. teams from other countries can compete in any division (however since cheer isnt as big in other countries international is normally where they compete since they can have all ages), just like american teams can compete international divisions!
 
Yes in fact there were four Canadian teams in small senior this year I believe (RND, black widow, cheer sport and niagara?). There was also flyers in large coed and coyotes in small coed (I think).

We really should eliminate the term international. It should just be open. I'd be so confused by that if I didn't know cheer.
