There are lots of programs out there with good Level 5 but horrible Level 1-4 because they aren't the center of attention. Its sad actually
I only took part of your comment because I don't want to debate on specific gyms, and I am also only using your post as a jumping point and not aiming my comment at you specifically. Different gyms have different philosophies. Some gyms stress winning more than progression, so their level 1-4 teams are filled with kids who have already competed at that level in prior year(s) and/or have a bunch of kids crossing down a level. Does this make a team amazing? Sure - these kids have competed at that level or above for years in many cases. Does it mean their program is better? Debatable IMO. There are other gyms that believe in focusing more on their level 5 teams because they are moving their athletes to those teams as quickly as possible. Which is better? I would say it is a matter of personal preference. I personally would rather have an athlete be challenged and working on gaining more skills and be on a team that doesn't clean house at every competition than be stuck at the same level for 2-3 years (often even longer) even if that team is winning everything. Others may feel differently and that is ok too - there is a gym out there for everyone! Some gyms have a great balance of both competitive teams and individual athlete progression, and that is the best combination, but I would say unless you have a large amount of athletes that can be very hard to do.

That is a very interesting comment. Thank you for sharing it. We just went from a really small gym to a pretty big one so this is something that I had never thought about.
