By NCATA rules you could not do AllStar if you are doing NCATA.
Yes, I was talking about the style (since NCATA is college only, by definition), implemented through USAG. So, like a USAG women's artistic competitor can also compete high school gymnastics (if the high school allows), a USAG [i guess we should call it] "A&T" athlete (ideally the entire team as a whole) could participate in related outside sports such as all-star comps.

The benefit would be an NGB that is solely interested in the safety of its athletes, and progression of the activity as a sport (no eliminating elite skills for unknown reasons). The benefit of doing this through USAG is that they're established, and already most of the way there with NCATA. Your alternatives are doing the same thing from scratch (do we have the motivated people and independent money to make that happen?) or live with money being the controlling factor in every aspect of the activity.
