Just trying to understand this..
Cheer Evolution has this waiver in place basically to avoid liability in case of injury, correct?
If so, why is this such an issue with the school? I really don't understand it...

My understanding after reading the article is this: The school will not allow a child to participate in a competition that requires a waiver. The waiver means that if the child is injured in the course of the competition, they cannot sue the event producer. The school feels that this would cause the school to become the entity responsable for the injuries. Opening the school up to a lawsuit.

The schools can't take all the responsibility. Also remember, this is in Canada :), not the US...All athletes sign a waiver for school and then we also sign a waiver for the EP...all these waivers do is ensure the expectation is set, it NEVER prevents a lawsuit where negligence can be proven.
