Switch Up In Level 3

After reading the new rules and clarifications in level 3 release moves, it seems as though switch ups could be legal... So long as only enough height and power is given to only just get the flyer to the top, any more and she would pass above extension...

I question this now due to the flyers waist vs bases hands clarification... And when I picture a switch, I don't see a flyer go up and significantly come back down any, meaning she hit at exactly extension...

Has to begin below prep level, end at prep or below, can't pass extended arm level and can't twist
