All-Star Upgrades From Here On Out?

I was looking at the wiki bids page and there are 13 full paid and 2 partial paid bids left. Will these 15 bids be upgrades for every team that receives them? Will there be a team or teams that do not have any type of bid win one? Just food for thought.

I think Spice will get a paid bid so that wouldn't be an upgraded bid.
