I make them run around the gym while saying the comp cheer. This helps them keep their voices strong while doing heavy cardio activity. If they get quieter I make them do it again.
 
First teach them how to properly yell. Some girls think it's yelling from your throat and it's not if you want to be loud and not cause major vocal cord damage. Secondly have the group sit in a circle and go thru the words yelling as loud as possible. Each practice I have my cheerleaders run laps yelling the cheers, it helps them to learn how to control their breathing and maintain loud voices. If all else fails have them do it individually and work more with the ones that aren't very loud, sometimes it just takes more motivation.
