I'm trying to make sense of the first paragraph but I'm confused. Something about they must be there a certain time before reentering a country? Is it similar to what someone was saying about it being so close to the holidays, they wouldn't be able to return to the US in time?

I assume they mean if there is a delay with renewing their visas? if that's not what that means, I am thoroughly confused. The wording there is a mess.

I think it means that an immigrant is supposed to stay for a period of time, then leave (as required by law) and then renew their VISA and return. Smoed's foreign athletes can't do that with their cheer schedule.

Sorry I'm not buying this is the whole story until someone can explain it in better terms.
