@mdcheerdiva thank you! I just am wondering because no one seems to actually know. I am a fan of the rule, but I definitely am NOT a fan of making a rule mid season, and certainly not one where absolutely NO ONE can actually give a definitve date it went into effect. I would think that would make it awfully hard to enforce. I mean, I guess to enforce it they just have to say "No. You can't compete here."

But god that just makes an already awful situation worse.
