I feel that step outs are harder because they require more body control. With regular layouts you have your whole body to squeeze. From your arms to your toes you can squeeze as one. All of you is moving the say way and at the same time. But with step outs you don't have the whole length of your body to squeeze as one. It requires a lot more control of your torso and hips. Its really easily to actually do a slight twist/turn when you dont do them right.
