I am having a problem when I try to post videos or pictures. Do I have to have a certain amount of post before I can do that or something?

No ma'am.

Make sure when you want to post a picture or video that you click the image at the top of the reply box. There's a little image of a filmstrip that you click to add your video link and a picture of a tree that you click to add your picture link. That way they are embedded in the post.
