Since They Bring The First Stretch To About Waist Level and The Switch Happens Below The Extended Level Would This Be Legal At Level 4?

My daughter was just in local fireman's parade in our community. An all star gym in the community was also in the parade. They would periodically stop and stunt on the road. They did several basket tosses. I was so afraid that someone was going to get hurt! Is that even legal?
My stunt group is competing at All-state with a stunt group routine and we really want to have the highest difficulty possible. When I was searching High school cheer routines on youtube I came across Mauldin High school at state:

I'm curious to see what's everyone opinion on the toughest high school stunt. Toughest I mean by to teach or to execute and it has to be a legal stunt for high school levels.
