I think what the UIL is proposing with their state competition is different from the NCA High School nationals. There's lots of tumbling/stunting at the NCA competition. I think the UIL is emphasizing game day cheer to support those schools who are focusing on motions and chants. Not all our schools have AS level cheerleaders. Lots of Texas HS cheer teams don't compete at all - just games.

Added in Maine. Maine cheerleaders who place in top three at States are eligible to compete in New Englands against other high schools from other states, but that's the only non-Maine competition.
Also, Maine considers fall cheerleading (which does not compete and "exists solely to support a school's football, soccer, and/or field hockey team") as a separate sport than winter cheerleading, which competes. A cheerleader must be on a team that cheers for basketball or ice hockey to be eligible for a competitive team. You can compete all-star and high school if practice times don't conflict.
