If I go to China and break a law that I didn't know existed because of the language barrier, who's fault is it?

I think that is my answer.

To touch on this, technically it is your fault. Located in a US passport it says that when you travel to another country you are to follow their laws and are responsible for knowing them. If you break a law in China it is your fault for not knowing the laws where you are.

For this sitiuation it would dirt on the hands of UCA and the team that competed. Just like the Bangkok sitiation and how they didn't "know" that they were only to have 12 boys and it was ignored. In my opinion the USASF and the Bangkok team were at fault for not knowing and following the rules.
