What ever the rule is it must be consistently enforced across the board. Otherwise you have another loophole that some gyms will get the slap on the wrist saying it was a performance error and others will get the full deduction for the illegality. Some judges/EP's will end up not enforcing it on some gyms saying they had to know better and enofrcing it on others saying they should of known better. Loophole.
